[gh-440] Requests for new sites are not being processed

When using the webform to request a new UNLcms site, the request is successfully submitted, however the process does not complete. The form is at: http://www1.unl.edu/wdn/?view=siterequest

I am not certain as to who to to assign to, but I am starting with Brett.
