Remove newest Via TRM Metadata + Add ACS to existing Via TRM Metadata

Via TRM metadata already resided in the nefed xml. The new metadata is colliding and thus not resolving to post. Therefore, removing the newest metadata and adding the ACS to the existing one should resolve the issue.
