Sometimes the AI will play a single threat that leads to a draw when it should play a double threat to force a win.

Steps to Reproduce

Play 2 and then 3.

Expected Behavior

The AI should play a double threat at 7 or 8.

Actual Behavior

The AI plays a single threat at 1.
