Update webapp2-dev omaha service

Can you change the webapp2-dev uris to https? Only the localhost uris should be http. This is on me as the metadata had http. My next test is to try out localhost redirects but not there yet.

We also have our first application that will be for all campuses so we cannot use the UNO IdP and UNO AD. Can we get a similar setup for TrueYou SSO? We only have an LDAP/AD service account for lookups for the UNO AD. Im not familiar with the TrueYou arch but assuming there is a TrueYou AD, who would I need to talk to to get a service account for that?
