Fix the UCC report to not incorrectly display the ACE Facilitator tabling the course as an approval.

Fix a bug where viewing a Update to ACE Certification in UCC extended reports would cause an exception.

Avoid throwing a fatal error when viewing a UCC report for a month where at least one of the votes has not yet finished.

Change the default result text for votes that didn't meet quorum to "Tabled" (starting in Fall 2010, just in case)

Add a virtual approval action to route requests based on if they are undergraduate or graduate level.

Ignore College and/or Department selections if a more specific seliction has been made for the Department or Subject.

Add the option of having request actions present requests as a different type of action. (ie: change course instead of add ace and change course)

Make the text areas for current outcomes and reinforcements read only (but still removable) when editting a change ace request.

Add javascript to handle the creation/removal of 'X' crosslistings when web delivery method is seleceted/deselected.
