Update dotnet-build-server jre and remove 3.1

Updates to dotnet-build-server

  • Update to jre v17 which is currently supported by sonarscan.
  • Update node to active LTS v22.
  • Remove dotnet build-server v3.1: trx2unit no longer supports dotnet 3.1, and I don't think we have any projects that still use 3.1.
