In the unl profile, support copying the db config from the parent site when the parent config uses slave databases.

Instead of giving administrator user all permissions, now we're copying the permissions from the root site.

Update UNL profile to give the administrator role all permissions even if that role's ID has changed.

Disable the use of the unl_blocks module in the UNL profile in lieu of just creating standard custom blocks.  Also, the shortcut links to the custom blocks will work.
