Make the unl migration tool support sites that use TemplateBeginEditable instead of InstanceBeginEditable.

Add the "Grant All Permissions" permission with works with the "Administer permissions" permission to allow/disallow users from being able to grant permissions that they themselves don't have.

Update the migration tool so that it is possible to run a migration over multiple passes.  This could be useful if deployed on a server where there is a request timeout (ie: varnish on unlcms.unl.edu used to timeout a request after 60 seconds, but has since been increased to 600 seconds).

Second, the CAS module will always use SSL when validating a user's ticket.
Third, if a user has any roles other than Anonymous or Authenticated User, they will be given SSL links while "mortal" users will use plain http.
