Add the option of having request actions present requests as a different type of action. (ie: change course instead of add ace and change course)

Add the ability to view historical queue periods in addition to the current one. (In the queue mananger)

Change vote recording to keep track of votes on a per queue period basis in additon to per request and user.  This will allow for much more accurate voting reports.

Have queue approvalActions create "periods" between each advance in order to better keep track of votes.

New approval actions Email and EmailCourseInfo.  The second allows dynmic emails to be generated with course information in them.

Adding in the Fork Ace virtual approval action.  This action will split a "...AndAddACE" request into two requests, one with just the ACE request.

Update view-file action to work with the change to allow editing multiple requests at the same time.

Add the ability to make decisions on course requests while viewing their details.  Also allowed for a cleaner way to check if a user has an edit link when viewing a course's request details.
